Who is eligible?
- California residents who have both Medicare Part A and Part B and live in our geographic plan service area
- Individuals who are United States citizens or are lawfully present in the United States
- Please note, the following plan is closed to new enrollments in 2025:
- Blue Shield Inspire (HMO D-SNP) in San Joaquin, Stanislaus, and Merced counties
- Blue Shield TotalDual Plan (HMO D-SNP) in Orange and San Bernardino counties
Selling our MA-PD plans
You can market and sell our MA-PD plans during the Medicare Annual Enrollment Period from October 15 to December 7. During the Medicare Advantage Open Enrollment Period from January 1 to March 31 each year, your Medicare Advantage Plan clients can:
- switch to a different Medicare Advantage Plan OR
- switch to Original Medicare (and join a separate Medicare drug plan) one time.
Earn market-competitive commissions on every sale. This includes sales outside of the Medicare Annual Enrollment and Medicare Advantage Open Enrollment, to individuals who are new to Medicare and eligible for a Special Enrollment Period. Remember, you must be certified each year through AHIP and pass Blue Shield’s product-specific training. Application submission process
Submit completed MA-PD and PDP applications to Blue Shield within 24 hours of receipt from your client.**
The Centers for Medicare & Medicaid Services (CMS) requires carriers to have MA-PD and PDP applications processed and submitted to them within seven calendar days of receipt from the broker.

Our online MA-PD application shortens mailing times, reduces paperwork, and lets you submit your clients' applications to us in an instant.
The online application is pre-populated with an online application ID number, your name, and your producer number. When your client completes the application, you or your client can then submit it electronically, or print it out and mail it to us.
